Manager, State Legislative Affairs - MMA Department of State & Federal Legislation

Description

This position is responsible for promoting the Minnesota Medical Association’s legislative agenda through direct lobbying with the Minnesota Legislature, the Executive branch, and with other stakeholder groups; participating in the development and implementation of legislative strategy and advocacy efforts for the association; working with the membership department and the marketing and communications department to engage members in grassroots activities; and for providing executive leadership in the development and execution of the strategic and operating plans of the Minnesota Medical Political Action Committee (MEDPAC).

Represents the MMA before the Minnesota Legislature, the Executive branch, and other stakeholder groups.

  1. Influences legislators and legislative staff through direct lobbying.
  2. Attends and monitors legislative hearings.
  3. Reviews health related legislation introduced in the legislature.
  4. Drafts testimony and legislative issue papers as needed
  5. Testifies on issues that are important to the MMA.

Engages in the strategic discussions related to the MMA’s legislative and advocacy activities.

  1. Reviews the advocacy agenda of the MMA and recommends priorities and directions for our overall legislative advocacy work.
  2. Understands the political and membership ramifications of specific policy directions the MMA may take.
  3. Advises other MMA legislative and policy staff on these political and membership pros and cons.
  4. Assists with policy development and MMA committee work as needed.

Engages MMA members in the legislative and political processes.

  1. Educates MMA members and key stakeholders about the importance of legislative involvement.
  2. Assists MMA outreach managers with legislative outreach through member engagement programs, including scheduling meetings at the Capitol with Legislators and Association leaders, coordinating meetings with Association members and legislators in the legislators’ home districts, and assisting specialty societies in developing their legislative contact programs.

Personally fulfills legislative lobbying/monitoring contractual requirements representing other physician organizations.

  1. Directs the legislative activities for the organizations that contract for lobbying services with the MMA.
  2. Provides strategic advice to leaders of the contracting organizations
  3. Writes legislative communications necessary to keep the contracting organizations up to date on the legislative priorities of that organization.

Provides overall direction of MEDPAC to increase physician membership and raise money for political action.

  1. Directs fundraising and candidate endorsement activities of MEDPAC.
  2. Develops promotional materials for MEDPAC.
  3. Oversees required state and federal reporting.

Education and Experience

Bachelor’s degree in political science, public affairs, or other related field required with at least 3+ years of lobbying and 5+ years of legislative experience, or a combination of education and experience providing equivalent knowledge.  Experience in health care policy and some direct lobbying experience preferred.

  • Knowledge of membership organizations preferred
  • Knowledge of non-profit organizations preferred
  • Knowledge of and skill in using personal computers and related software including Microsoft Office applications
  • Knowledge of data base management systems
  • Skill in strategic thinking
  • Skill in building and maintaining business relationships with legislators, legislative staff, other interest groups,  MMA members, MMA board members, and MMA committee members.
  • Skills in fundraising
  • Skill in problem solving including the ability to identify and appropriately evaluate alternatives
  • Skill in writing, speaking and making presentations
