Job Summary

The purpose of this position is to serve as the Government Relations Supervisor for Explore Minnesota Tourism. This role provides agency-wide leadership, coordination and support in legislative relations and policy, budget, and capital budget development.  This role develops and leads the agency in legislative education and provides resources to staff and industry stakeholders on legislative processes. This position bridges multiple agency department, works across all executive branch and legislative channels, and plays a significant role in public policy issues statewide.

Responsibilities include:

  • Collaborating with Explore Minnesota leadership, the Office of the Governor and Lt. Governor and across the Enterprise on legislative and political developments
  • Providing day-to-day support of EMT’s policy, budget, and capital budget proposal development processes; coordinating with EMT’s Administrative and Marketing, Destination Development and Operations/Support Services units to integrate data into policymaking
  • Advocating for EMT proposals under consideration by the Office of the Governor and the Lt. Governor; representing agency proposals and policy positions in legislative committees, meetings, and other forums;
  • Managing relationships with legislative and congressional stakeholders; analyzing and evaluating legislation, policy proposals, and political developments for impact on EMT programs;
  • Monitoring and advising on the implementation of legislation by EMT.

Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Two (2) years* professional work experience performing work on legislative policy matters.

*Bachelor’s degree in political science, sociology, social work, public administration or other closely related field as determined by the agency may substitute for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD or J.D. substitutes for twenty-four (24) months of experience.

Experience working with the Minnesota Legislature.

Experience working with statewide interest groups and non-governmental organizations.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience with project planning and management.
  • Experience evaluating, organizing, and presenting information to diverse groups and committees.
  • Ability to communicate and share information about key Explore Minnesota programs with stakeholders of various knowledge levels.
  • Incumbent must maintain a valid driver's license, & insurance, OR have other reliable transportation.

Preferred Qualifications

Ability to write large-scale budget and policy proposals.

Experience writing draft legislation.

Experience working with Senate and House lawmakers and their staff.

Experience communicating with federal legislative offices and monitoring federal legislation with the potential to impact MN.

Organizational skills to manage workload, competing priorities and still meet strict deadlines.

Knowledge of the State's government affairs, budgeting and legislative processes.

Experience in working at or with Minnesota state Senators and Representatives, the Office of the Governor and Lt. Governor and/or other areas of the state legislature.
