Job Summary

*Telework (Within Minnesota or Neighboring States) and flexible hours options are available.

This position is responsible for leading and supervising all aspects of DHS’s Social Security Advocacy Services (SSAS) program within the Housing and Support Services division. This role is responsible for establishing and maintaining team and organization culture and norms; leading strategic planning within the unit and participating in strategic initiatives for the division; policy development and implementation; maintaining service delivery and program compliance and program integrity efforts; and establishing and maintaining relationships with partners in Social Security advocacy efforts.  The incumbent supervises staff who partner with counties, tribal nations, non-profit and for-profit grantees, advocates, and other partners to inform policy and program development and services offered to individuals seeking Social Security benefits who are disabled and living in DHS facilities, are low income, and/or are currently experiencing homelessness or are at risk for becoming homeless. 

Some responsibilities include, but not limited to:

  • Serve in a leadership role in the Housing and Support Services Division as the supervisor of the Social Security Advocacy Services program and as DHS’s liaison to the Social Security Administration for all Social Security Advocacy Services.
  • Lead the Social Security Advocacy Services program policy and program implementation so that programs and services are implemented in accordance with state and federal laws, contracts, and with integrity and positive outcomes for persons with disabilities who are experiencing homelessness or are at risk of becoming homeless. 
  • Supervise and support staff to maximize engagement, productivity, customer focus and quality. Lead planning and direct team work activities to attain team and divisional goals, respond to key priorities, and to apply program policies and procedures. Oversee and conduct all human resources functions for the staff supervised.

Qualifications

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g., Emerging Leaders Institute);
  • A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - Experience must include:

AND

Four (4) years experience working for a program that provides income supports, supports people with disabilities, or relates to Federal disability programs and resources.

Experience must also include:

  • Practical understanding of Social Security Administration’s laws and regulations related to individuals with a disability.
  • Project management and continuous improvement skills to track and produce desired outcomes.
  • Program management skills that include working with internal and external partners, training of staff, and policy development.
  • Demonstrated experience working effectively with others from different backgrounds and cultures.
  • Experience participating in and promoting equity-related initiatives to address disparities in access to resources.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Specialized experience in a program that support people with disabilities in seeking to obtain federal disability resources.
  • Leadership of initiatives aimed at increasing equity, advance anti-racist practices and policies, and/or support other diversity, equity, and inclusion goals.
  • Knowledge of information systems, such as MAXIS and MMIS, that support Minnesota’s health and community supports programs.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
  • Public speaking and strong writing skills.
  • Knowledge of Department of Human Services programs and services.
  • Experience translating agency needs and legislative/statutory requirements into program services.
  • 5+ years of supervisory or managerial experience.
