Job Description:

HealthPartners has an exciting opportunity for a Manager in Government Relations, with specific accountabilities for health plan government relations. The manager represents HealthPartners at the local, state, and federal level on all legislative and regulatory matters in situations and venues related to governmental processes and deliberations. The manager is also responsible for representing HealthPartners with community and stakeholder organizations with like or similar public policy initiatives. As a member of the HealthPartners Government Relations team, also works on other HealthPartners government relations activities as needed. ACCOUNTABILITIES

  • Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline, discharge, train, reward, and review performance of employees. Ensures compliance to organizational and departmental policies and procedures. 
  • Serves as lobbyist with federal, state, and local officials on behalf of HealthPartners. Works with Government Relations team to set and implement overall legislative strategy. 
  • Monitors, analyzes, and tracks all health plan related legislation. Communicates key policy information to HealthPartners leadership and internal stakeholders as appropriate. 
  • Represents HealthPartners at various external forums (government, trade associations, and community partners) to help develop and advance HealthPartners positions. 
  • Coordinates Internal Consultant Directory system to conduct internal review of state and federal legislation. 
  • Represents HealthPartners at the local, state, and federal level on all issues related to health insurance, health reform, public health, and employer issues. Specific accountability to manage communication about, and response to, Wisconsin legislation. 
  • Identifies and works with community partners and internal departments to help mitigate the impact of uncompensated care on HealthPartners. 
  • Identifies and manages community projects and partnerships that can advance HealthPartners public policy initiatives beyond the legislative process. 
  • Prepares and presents legislative updates and policy recommendations with HealthPartners internal stakeholders. 
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Political Science, Communications, Health Care Administration, or related field.
  • 5 years of experience in health care administration or government relations.
  • Knowledge of health care industry and payment methods including applicable state and federal Medicaid and Medicare programs.
  • Knowledge of government programs, regulations and funding.
  • Ability to establish effective working relationships with all levels of internal management, government officials, and community leaders.
  • Ability and willingness to work legislative session schedule demands.
  • Ability to work independently.
  • Advanced analytical skills.
  • Strong oral and written communication skills. 

PREFERRED QUALIFICATIONS:

  • Advanced degree in health care, public policy, or a related field.
  • Strong experience with public speaking and testimony.
