Policy Counsel

Description

This position is responsible for providing accurate legal research, analysis, and project support for the MMA’s advocacy work, consistent with the organization’s strategic direction, and providing periodic legal advice on matters that affect the association. 

Provides legal information and resources to MMA members, leadership, committees and staff on health law topics, consistent with strategic direction.

  • Develops background research/analysis and recommendations.
  • Helps identify and develop necessary information and/or resources to advance membership and staff understanding of key health law topics affecting Minnesota physicians.
  • Identifies opportunities for MMA advocacy on topics of responsibility.

Provides staff leadership and support to MMA committees and/or task forces involved in ethics, medical-legal and other assigned issues.

  • Works to develop committee/task force agendas, background material and meeting minutes.
  • Develops committee/task force reports for review and/or action by MMA leadership.
  • Supports implementation of committee/task force activities.

Facilitates MMA involvement in amicus curiae filings.

  • Identifies opportunities for MMA involvement in legal proceedings of broad physician importance.
  • Develops relationships with external counsel in identifying/evaluating potential cases.
  • Provides legal analysis and recommendations on MMA case involvement to leadership.
  • Manages development of briefs, usually with assistance of outside counsel.
  • Monitors status of filings and communication of results to membership, MMA leadership and staff.

Develops and maintains relationships with relevant community partners and legal resources to support MMA involvement in legal, ethical, and physician licensure/disciplinary topics and other issues as assigned.

  • Builds connections between MMA and community-based organizations and legal contacts for identified issues of importance to the MMA.
  • Works to develop and maintain relationships with staff and leadership of relevant state agencies for work on issues of importance to the MMA and other issues as assigned.
  • Serves as primary linkage between the MMA and the Minnesota Board of Medical Practice and the Health Professionals Services Program (HPSP).
  • Manages solicitation, review, and MMA recommendations of BMP candidates for gubernatorial endorsement consideration.

Participates as part of the MMA advocacy team to support the organization’s advocacy and legislative priorities.

  • Identifies linkages between legal, ethical, and other assigned issues and other MMA advocacy activities.
  • Provides perspective and ideas to help shape identification and development of MMA advocacy priorities and strategies. 
  • Partners with MMA lobbyists in reviewing proposed legislation and providing advice and support.

Provides periodic legal review and guidance on general legal issues facing the MMA, working closely with the MMA CEO and human resources staff as needed.

Education and Experience

Law degree with a minimum of three years of experience in a health care setting or in advocacy-related work.

Knowledge, Skills, and Abilities:

  • Knowledge of Minnesota health care laws and regulations
  • Knowledge of Minnesota's health care system
  • Knowledge of regulatory and legislative processes
  • Knowledge of membership organizations preferred
  • Knowledge of and skill in using personal computers and related software including Microsoft Office applications
  • Skills in research, writing and communication
  • Skills in making and delivering presentations
  • Skill and experience in facilitating, working with, and supporting committees
  • Skills in project management
  • Skill in building and maintaining relationships, both within and external to the organization
  • Skill in problem solving, including the ability to identify and appropriately evaluate alternative options
  • Skill in project management
  • Ability to collaborate with others in a team-oriented environment
  • Ability to negotiate by collaborating with others to arrive at a conclusion using compromise, persuasion, rationale, and diplomacy
  • Ability to work effectively with physicians.
