Minnesota Government Relations Council (MGRC) is a registered 501(c)6 non-profit in the state of Minnesota whose purpose is to preserve the Constitutional rights of legislative petition and free speech; to enhance the profession of legislative representation; to research, acquire, possess and disseminate information to members; and to provide a forum for members to receive and consider specific matters that relate to lobbying in Minnesota. MGRC is a network of the 500 most well-connected lobbyists in Minnesota, whose common goal is to influence the public policy process though ethical representation. MGRC’s mission is to serve government relations professionals by providing advocacy, professional development, networking, and enhanced working experience inside and outside the Capitol.

MGRC Lobbyist

Description

MGRC is requesting proposals for interest in providing lobbying services for the organization, to include consulting on legislative strategy and targeted legislative lobbying with the Minnesota legislature and Administration through December 31, 2021, with possible renewal for future years. The contract will be executed with a firm, fixed fee schedule that includes all expenses for the services outlined in this RFP.
MGRC seeks to retain services of a lobbyist to work with the Board President and Legislative Committee Chair to address matters related to lobbyist registration and reporting, Campaign Finance Board matters, lobbying in a virtual session, and other advocacy issues on behalf of the organization.


In order to be eligible to respond to this RFP, the proposer(s) must demonstrate that they meet the following minimum qualifications:


1. At least ten (10) year history of successfully performing the aforementioned services at the Minnesota Capitol;
2. Experience working in a bipartisan manner, with established relationships throughout the legislature, Administration, and Campaign Finance Board;
3. A member in good standing of MGRC;
4. The ability to communicate regularly with contacts, including legislators, staff, and MGRC Board members, through email, telephone, and in-person and virtual meetings.


Please respond with a letter of interest, including responses to the following:


• Name(s) of the individual(s) who will work on the contract and their experience, qualifications, and capacity to perform the related functions as outlined in this proposal;
• A proposed plan for representing MGRC including legislative strategy, attendance of hearings or other policy meetings, facilitating meeting with legislators and staff, and regular communications with MGRC contacts;
• A list of three clients for whom you have lobbied within the last five years, at least one of whom is a non-profit or trade association, and an example of a success achieved with them;
• A list of all clients within the last twelve months of the proposal, citing any potential or existing conflicts with MGRC;
• Your proposed fee and payment structure.

Any proposals submitted after the deadline will not be considered. Candidates will be notified of next steps by close of business on December 21, 2020.
