This position is the Behavioral Health, Housing, and Deaf & Hard of Hearing Services Administration (BHDH) lead for fiscal analysis and legislative budget for programs administered by the BHDH administration. This position has oversight of both the legislative and operations budget work for BHDH, and provides direction and guidance (not formal supervision) to the Operations Budget Manager position. This position works across all divisions within BHDH and is located within the BHDH Operations division. The position also works across other Department of Human Services (DHS) administrations as needed to determine fiscal analysis; including the Health Care Administration in regards to Medicaid program costs for fiscal notes. This position will work with BHDH policy staff. This position is responsible for determining the financial resources necessary to operate housing, mental health, substance use and deaf and hard of hearing programs in the state, the fiscal impact of various state and federal policies and laws, and the amount of financial resources the department will need to secure to implement changes to these programs including changes to eligibility, payment rates, and covered services, among other things. This position leads these primary functions for BHDH:

  • Leads BHDH’s financial management pertaining to program costs and ensures accountability of BHDH and other business areas for implementation and tracking of policies/programs with a fiscal impact. This includes advising leadership on fiscal matters pertaining forecasted programs including Medicaid and Housing Supports;
  • Works with policy staff in ensuring that the ongoing use of data in decision-making.  Will also provide significant input on helping develop data needed to enhance the information needed to guide future policy development;   
  • Determines the amount of financial resources the department will need to secure to implement proposed changes to mental health, substance abuse and housing programs including changes to eligibility, payment rates, and covered services for fiscal notes and Governor's budget proposals;
  • Meets with members of the legislature and the administration related to proposed funding for behavioral health and housing programs in the state;
  • Along with the BHDH Legislative Director, Legislative Liaison, and BHDH Operations Budget Manager, managing the process of developing budget proposals for BHDH, this position is responsible for ensuring that complex topics are presented to BHDH and agency leadership in a way that enables them to make fully informed decisions among competing priorities;
  • Ensures compliance on legislative and budget demands/requirements.

This position is responsible for developing fiscal estimates related to federal and state legislation and reviewing and collaboratively working with other internal and external stakeholders, such as Reports & Forecasts, Budget Analysis Division, Minnesota Management and Budget, and the Legislative Budget Office, to ensure fiscal estimates are accurate. This person also monitors the implementation of policy and operational changes to programs with fiscal impact including changes to federal Medicaid rules if applicable, changes to program enrollment, changes to payment rates and covered services, and other operational issues with an impact. In addition, this position is unique in budget development because this administration currently administers over 800 grants. 

Additionally, this individual has a high level of discretion to represent, negotiate and act on behalf of BHDH senior management and Assistant Commissioner in budget related matters with legislators, legislative staff, and external stakeholders.

This individual provides consultation, expertise, and is accountable to BHDH senior management (i.e., assistant commissioner, deputy assistant commissioners, and division directors), DHS senior management (i.e., commissioner, assistant commissioners, chief financial officer, budget director, etc.), Minnesota Management & Budget, the Legislative Budget Office, the Governor’s Office, legislators and legislative staff.

As a leader in BHDH, this position is required to support the programmatic activities of the Administration and lead the strategic planning of long-range policy, legislative and budgetary development opportunities for Minnesota’s public health care programs. The person in this position has policy experience as well as legislative and state budget knowledge.

The integration of legislative budget and policy planning is a critical element of this position. The incumbent is responsible for collaborative efforts with other state agencies to draft, prepare, present and implement cohesive legislative proposals that allow the Governor and Commissioner to accomplish their policy goals.

As a leader in BHDH, this position is required to support the programmatic activities of the administration and lead the strategic planning of long-range policy, legislative and budgetary development opportunities for Minnesota’s public health care programs. The person in this position has policy experience as well as legislative and state budget knowledge.

The integration of legislative budget and policy planning is a critical element of this position. The incumbent is responsible for collaborative efforts with other state agencies to draft, prepare, present and implement cohesive legislative proposals that allow the Governor and Commissioner to accomplish their policy goals.
