Description
SUMMARY
The Policy Analyst is a central role in MHA’s policy and advocacy efforts, serving as a hub for innovative research, analysis, and policy development that benefits Minnesota’s hospitals and health systems. A successful policy analyst will be a creative researcher and writer who enjoys working within an entrepreneurial fast-paced environment that is mission-driven. They will have the ability to exercise sound judgment, with strong written and verbal communication, administrative and organizational skills, and the ability to maintain a realistic balance among multiple priorities. Working across several MHA divisions, the Policy Analyst will thrive while working independently on projects, from conception to completion, and must work under pressure at times to handle a large variety of state, federal and fiscal policy priorities.
DUTIES AND RESPONSIBILITIES
- Research, analyze and summarize current and proposed federal and state health care policy, law and regulations concerning issues such as health care reform and payment policy, health insurance regulations and requirements, mental and behavioral health, and health care workforce issues.
- Research, analyze and summarize state and federal policy and regulatory questions from MHA members and staff.
- Assist in developing alternatives and responses to regulatory and legislative proposals.
- Assist in drafting comment letters on the potential impact to Minnesota’s hospitals and health systems from proposed state and federal regulations, including Medicare payment policy. Keep abreast of comment period deadlines of importance to members. Assist in soliciting member input on proposed regulations.
- Provide written summaries for members of relevant health care issues in the form of memos, fact sheets, letters, reports and presentations. Present summaries of proposed laws, policies, and regulations at MHA member meetings.
- Maintain and update a legislation tracking system for state and federal health care bills.
- Assist in maintaining internal and external activity tracking on state and federal policy focus areas.
- Assist in drafting state and federal policy newsletters.
- Draft and support other staff in their drafting of written material and content in support of MHA’s policy goals.
- Attend and monitor policy discussions at state and federal government meetings as assigned.
- Carry out any other duties and responsibilities as assigned.
QUALIFICATIONS: KNOWLEDGE, SKILL, AND ABILITIES
- Basic knowledge of health care and familiarity with state and federal legislative and regulatory processes.
- Possess a general understanding of the regulatory, financing, and operational aspects of health care delivery. Experience in analyzing the impact of proposed legislation or regulations on the provision of hospital services is preferred. Experience in dealing with state or federal legislative processes, government agencies and/or licensure bodies is preferred.
- Communication skills, especially the ability to communicate data, thoughts, concerns, and ideas in a clear and understandable fashion both in writing and in speaking.
- Ability to think creatively and research reasonable alternatives or options to policy issues.
- Ability to conduct independent research, including use of on-line and government resources.
- Strong work ethic and sense of urgency.
- Ability to build close, trusting, and effective working relationships across the Association’s divisions and reporting relationships, including senior leadership.
- Adaptable, flexible, and skillful in managing multiple projects and shifting demands as circumstances change.
- Be able to work well with others in identifying problems, evaluating alternatives, and preparing corrective courses of action.
- Able to work independent of close supervision and provide support to MHA’s senior leaders and colleagues across divisions; high degree of self-motivation and self-discipline.
EDUCATION and/or EXPERIENCE
Bachelor's degree from a four-year college or university in political science, public or finance policy or a healthcare related field, graduate level studies preferred but not required.
LANGUAGE ABILITY
Ability to write reports, speeches, briefs, articles and correspondence. Ability to speak effectively before boards, members, or other stakeholder groups. Ability to read, analyze, and interpret legislative bills, governmental rules and regulations. Ability to effectively present information and respond to questions from members, government officials and the general public. Ability to respond to inquiries or complaints from the government, members, regulatory agencies, or the community.
COMPUTER SKILLS
Expert ability with Microsoft Office Suite, in-depth knowledge of Word, Excel, and PowerPoint. Expert knowledge of Zoom platform and an ability to learn MHA systems.
