Job Summary

Telework (Within Minnesota or Neighboring States) is available.
**This position is eligible for “telework” meaning that work can be performed at home with occasional visits required to the office, located in downtown St. Paul, MN.

This position exists to lead, manage, and supervise all internal operations for the statewide Deaf and Hard of Hearing Services (DHHS) Division as well as be a key advisor to the DHHS Division Director for the division's overall strategic planning, business, performance, and use of resources. The position oversees administrative operations including but not limited to DHHS human resource functions, grant/grantee services, office administrative, budget, data base management and operational functions. The position reviews data and evaluates the performance generating recommendations for service delivery, best practices, and adherence to public policy. This position assumes the responsibilities of the Director in his/her absence.

Services are delivered under the mandates of the Telephone Equipment Distribution (TED) Program under MS237.53 and the regional offices are mandated by the Deaf and Hard of Hearing Services Act, MS256C.24.

Some responsibilities include, but not limited to:

  • Lead, direct and manage central office's program development functions, services, and outcomes of the Division.
  • Direct and manage the efforts of staff involved in the design and implementation of projects, programs, and initiatives relating to policies, strategies, and services for persons who are Deaf, DeafBlind, Hard of Hearing and Late Deafened and ensure prudent use of funds, quality outcomes and compliance with state and federal requirements.
  • Lead and evaluate the provision of grant services by Division staff to agencies and individuals serving persons who are Deaf, DeafBlind, hard of hearing and late deafened to ensure prudent use of funds, quality outcomes and compliance with state and federal requirements.
  • Coordinate the Division's management database and use of data extracted including AgileApps to be applied across all DHHS programs statewide.
  • Provide direct support to the DHHS Director to assist in defining and managing the Division's strategic plan and direction, overall work priorities, operations, staffing and other resources to assure alignment with department objectives, and compliance with federal, state and Division policies and standards.
  • In partnership with division management and policy and planning specialist, support the division's legislative process including the coordination of division legislative initiatives and analyses of legislative proposals upon division management’s requests.
  • Participate as a Continuity Planner within the agency’s Continuity of Operations Plan (COOP) efforts and represent the division regarding all the emergency planning efforts.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee
  • (e.g., ERG) - Experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment

AND

Four (4) years specialized professional experience working in a human services field including deaf, hard of hearing and deafblind areas that demonstrates the following: 

  • Intermediate plus to Advanced Sign Language Skills is required to effectively supervise, evaluate, and problem-solve with Deaf, DeafBlind, and Hard of Hearing staff, professionals, advocates and constituents.
  • Comprehensive understanding and experience of the local/county/state/federal government structure and administrative procedures to ensure DHHSD's efficient and correct operations.
  • Extensive experience and knowledge (3 to 5 years of experience) on grants and contracts management, development and monitoring, request for information and proposals processes, establishment of contracts including budgeting with goals and objectives.
  • Familiarity in compliance with State government and/or DHS’ procedures and policies involving grants and contracts management.
