Job Summary
*Telework (Within Minnesota or Neighboring States) and flexible hours options are available.
** There is some flexibility within reason. Most work hours need to be during regular business hours.
This position plans, directs and supervises multiple housing and shelter grant programs in the Homelessness, Housing, and Support Services Administration (HHSSA). This includes the housing and shelter related components of multiple homelessness assistance grant programs (including but not limited to Transitional Housing, Homeless Youth Act, Safe Harbor Shelter and Housing, Shelter-Linked Mental Health, Emergency Services Programs, Long-term Homeless Support Services Fund, Housing with Supports for Adults with Serious Mental Illness, and Projects for Assistance in Transition from Homelessness). This position leads, manages and develops activities that expand innovative initiatives and provides technical assistance to increase housing stability and build the capacity of nonprofits, county agencies, and tribal governments engaged in antipoverty efforts. This position directs, supervises and manages grant management activities, information sharing, training and technical assistance.
Domain of responsibilities include:
- Oversee Housing Grant Programs, including Transitional Housing, Shelter-Linked Mental Health, Long-term Homeless Support Services Fund, Housing with Supports for Adults with Serious Mental Illness, and Projects for Assistance in Transition from Homelessness, and discretionary grant processes for HHSSA.
- Exercise supervisor authority and responsibility so that applicable labor agreements and plans are equitably administered, and employees effectively perform job duties to achieve the annual objectives of the office.
- Initiate, build and sustain strategic partnerships essential to carry out the mission of the office and advancing policy and program initiatives to increase housing stability.
- Direct and approve the process of reviewing Homelessness, Housing, and Support Services Grants.
- Direct and manage grant making and evaluation components of HHSSA’s work to ensure transparency and accountability of programming funding through the HHSSA.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g., ELI, L4);
- A paid/unpaid position leading a program or chairing a committee.
- (e.g., ERG) - Experience must include:
- 1+ year of experience identifying issues, goals, and strategic actions.
- 100+ hours per year time commitment.
AND
Four (4) years of experience working with housing and shelter programs that includes an understanding of national and state trends for low-income citizens that demonstrates the following:
- Grant management experience.
- Knowledge of housing and shelter programs related to state and federal anti-poverty policies, programs, laws and regulations.
- Working knowledge of federal and state laws and regulations including data privacy related to directing programs and non-profits.
- Program and financial management experience that includes designing and implementing program evaluations.
- Experience working with quantitative and qualitative data.
- Knowledge of process improvement methods and ability to track efforts to present results.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
- Understanding of the State of Minnesota and DHS housing and shelter programs.
- Bachelor’s degree or higher in social work, psychology, public policy, or another related degree field.
