Job Summary:

This position reports to the Chief Administrative Officer serving as a member of the administration’s management team, this position exists to direct and manage statewide behavioral health research, data, and evaluation programs. The role integrates these functions across multiple divisions and oversees the implementation of data-driven strategies that impact behavioral health services throughout Minnesota.

This position requires collaboration across sections within the division, across the administration and the department. The incumbent manages and supervises staff, develops, and directs special projects and initiatives, oversees maintenance and oversight data information systems, directs data collaboration and consolidation, and provides management level leadership and consultation.

The incumbent is responsible for the oversight of all research, data, and evaluation activities in the Behavioral Health Administration (BHA). This includes oversight of several data management systems, including Minnesota Health Information Systems (MHIS), Minnesota Medicaid Information System (MMIS), Children’s Mental Health Outcome System and Drug and Alcohol Abuse Normative Evaluation System (DAANES). This position is responsible for the oversight of the alignment of mental health and substance use disorder data.

This position takes a lead role in planning and implementing division-wide activities including developing a data development plan, driving the expectation of data-driven decisions in the Administration, oversight of data collection, analysis, and reporting, directing Administration evaluation efforts, and managing research and service assessment initiatives. The incumbent provides oversight of all data system management associated with the Behavioral Health Administration; the incumbent also works across divisions and administrations to in relation to data collection and evaluation efforts.

The incumbent is knowledgeable about division-wide priorities and strategic direction as it relates to data, research, and evaluation. The incumbent represents the division on behalf of the director and as assigned.

Some responsibilities include, but are not limited to: 

  • Provide oversight and direction of the research and evaluation activities that support the Behavioral Health Administration to ensure that administration activities and programs are being supported and efficiently and effectively delivered.
  • Manage and supervise staff to facilitate effective and efficient operations and assure that work outcomes are consistent with division, administration, and agency goals.
  • Manage and integrate cross-divisional behavioral health programs to ensure cohesive, efficient, and effective statewide service delivery.
  • Direct the development and implementation of a comprehensive, statewide data collection and measurement strategy for behavioral health programs across multiple divisions.
  • Develop and Manage Special Projects related to developing and data driven culture and effective evaluation.

Minimum Qualifications:

 Demonstrated leadership experience. Leadership experience can include: 

  • Experience as a supervisor, lead worker, team lead, project lead; 
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4); 
  • A paid/unpaid position leading a program or chairing a committee 
  • (e.g. ERG) - Experience must include: 

AND

Five (5) years of specialized professional experience collecting and managing healthcare research, data, and evaluation activities. 

Experience must include the following: 

  • Experience in strategic planning and implementation of statewide health or human services initiatives.
  • Advanced skills in fiscal management and resource allocation for large-scale, multi-million-dollar programs.
  • Advanced experience with planning, assessment, and analysis processes necessary to manage data, research, and evaluation work.
  • Advanced level understanding of, and experience in, applying the principles of, and procedures for, database management and using information to assist in decision making.
  • Knowledge of behavioral evaluation methods for services rendered.
  • Understanding of state funding and grant processes for government and/or health care industry. 

Preferred Qualifications:

  • Knowledge of programs and policies related to housing, homelessness, and/or behavioral health.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Understanding for the role and operation of state government in building the health and human services infrastructure. 
  • Facilitator of groups to solicit information, feedback, and areas of development.
  • Must have a strong grasp of overall DHS goals and the DHS Equity Policy and be able to translate those into everyday decisions and actions.
  • Bachelors’ degree or higher in Public Policy, Human Services, Public Administration, Business Administration, or similar field.
