Job Summary

The incumbent oversees the Substance Use Disorder (SUD) Section of the American Indian Team within the Behavioral Health Administration. This role ensures the effective development, implementation, and evaluation of substance use disorder programs for American Indian communities. The incumbent administers funds designated for American Indian groups, organizations, and reservations across the state, and establishes policies and procedures for American Indian programs in collaboration with the Behavioral Health Administration and the American Indian Advisory Council.

The incumbent is knowledgeable about division-wide priorities, strategic direction, and behavioral health services and policies, and represents the division on behalf of the Deputy Director for SUD Services. This position also reports to the Manager of the American Indian Team.

In this role, the incumbent provides leadership in the development and sustainment of a comprehensive continuum of care for substance use disorder services within American Indian communities. This includes managing the creation and implementation of policies, as well as overseeing research efforts related to American Indian substance use disorder programs and the state's response to the opioid epidemic. The incumbent also plays a key role in preparing the annual Federal Substance Abuse Prevention and Treatment Block Grant (SAPT/BG) application as it pertains to substance abuse prevention and treatment for American Indian populations.

Collaboration is a central aspect of the position, requiring coordination with various sections within the administration and the department to ensure alignment with broader behavioral health goals. The incumbent works closely with the American Indian Advisory Council to shape and direct policy initiatives tailored to the needs of American Indian communities.

Additionally, the incumbent supervises staff, provides direction on policy initiatives, and leads special projects aimed at enhancing the behavioral health continuum of care. Through this leadership, the incumbent offers high-level management and consultation, ensuring that programs are both effective and culturally responsive to the communities they serve.

Domain of responsibilities include:

  • Provide leadership and direction to senior management in the areas of American Indian substance use, primary prevention, harm reduction and withdrawal management. This includes policy development, funding, supporting, and enhancing substance use services within the American Indian community.
  • Provide leadership and direction to the American Indian Team staff in a supervisory capacity. This includes personnel management duties for all team members on an ongoing basis to ensure that the section, unit, and division’s goals are achieved.
  • Act as the Supervisory liaison to SAMHSA/CSAP to ensure compliance with Tribal sections of Block Grant Application and other appropriated federal and state funding for Tribes.
  • Establish and maintain effective communication mechanisms with key state and local organizations and groups concerning existing and needed substance use disorder services for American Indians.
  • Provide leadership and direction to staff in areas of legislative development and reform related to alcohol and drug abuse primary prevention and problem gambling continuum of care system.

Minimum Qualifications:

Demonstrated leadership experience. Leadership experience can include: 

  • Experience as a supervisor, lead worker, team lead, project lead. 
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4). 
  • A paid/unpaid position leading a program or chairing a committee. 
  • (e.g., ERG) - Experience must include: 
    • 1+ year of experience identifying issues, goals, and strategic actions. 
    • 100+ hours per year time commitment 

AND

Four (4) years specialized experience working for a human services organization or mental health program.

Experience must clearly demonstrate: 

  • Extensive knowledge of and experience working with SUD prevention and problem gambling.
  • Thorough understanding of social work treatment methods designing, implementing, and evaluating the effectiveness of integrated services.
  • Understanding of core grant management standards and practices.
  • Program management skills that include evaluation and tracking grant budgets.
  • Broad-based,integrated understanding off federal/state law and policiesrelating to prevention, treatment, and intervention strategies that areholistic, family-focused, and effective for a diverse population. 
  • Lived experience in an Urban American Indian community or experience working with American Indian communities providing services.

Preferred Qualifications:

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Knowledge of Minnesota’s Behavioral Health service delivery systems. 
  • Commitment to equity and reducing heath disparities.
  • Strong supervisory and management skills.
  • Knowledge of theory and principles of chemical health services and chemical dependency treatment, detoxification services, child welfare, mental health, pharmacological interventions as part of CD treatment, including methadone, economic support programs, housing options, and other social, community, and health services.
  • Ability to deliver and train on specific aspects substance use prevention programs.
