The Deputy Inspector General oversees the work of the Office of Inspector General’s Licensing Division and is accountable for ensuring that the following responsibilities are effectively and efficiently carried out:

  • Conduct compliance reviews and investigations of entities licensed or certified by DHS, including child care centers, home and community-based services, adult day centers, mental health and substance use disorder facilities, and children's residential facilities
  • Receive, triage and investigate complaints and allegations of maltreatment in DHS-licensed programs and facilities 
  • Oversee, monitor and guide private agencies and counties' licensure of family child care and foster care providers

Further, the Deputy Inspector General provides high-level direction to DHS partners at the state, county, federal and tribal level on the conduct of licensing and maltreatment investigation activities, and provides leadership support for program integrity enhancements to DHS policies and procedures that support the work of the Office of Inspector General.

Additional responsibilities include:

  • Provide managerial leadership support for administration-level planning to help ensure departmental and cross departmental policy is developed in accordance with the mission of the Licensing Division, the Office of Inspector General, and the Department of Human Services
  • Direct the development of legislative proposals and initiatives, and oversee the division’s legislative activities in conjunction with the Inspector General and Operation administration’s legislative director
  • Provide regulatory licensing policy leadership by directing the design and implementation of programmatic innovations to increase the effectiveness of the Licensing Division
  • Develop and maintain effective working relationships with diverse government agencies; elected officials at state, county and municipal levels; advocates; consumers of the diverse services regulated by the Licensing Division; other state and federal regulatory agencies; and citizen's organizations

Provide managerial support and direction to the Licensing Division to ensure that staff carry out responsibilities and duties in an effective and efficient manner, operating within available resources and making maximum use of available expertise to identify and resolve issues

Minimum Qualifications

3 years of managerial experience leading a large, complex organization, including strategic planning and directing the work of staff. Other qualifications include – 

  • Extensive, demonstrated knowledge and experience of federal and/or state regulatory licensing systems and methods 
  • Extensive, demonstrated knowledge and experience building and maintaining effective working relationships with diverse stakeholder groups
  • Extensive, demonstrated knowledge and experience effectively managing human, budget and IT system resources
  • Demonstrated knowledge and experience in developing and implementing legislative proposals and initiatives

Salary Range: $43.39 - $62.12/hourly; $90,598 - $129,706/annually
