Contract Lobbyist

Description

This RFP is open to lobbying professionals with the necessary skills and experience to execute an effective Government Relations program for Hearth Connection.

Hearth Connection is a nonprofit agency that works with government entities, community stakeholders, nonprofit partners, and direct service providers to strengthen Minnesota’s network of services for people experiencing homelessness.

The lobbying contract will begin August 1, 2020 and end July 31, 2021. RFP responses must be received no later than July 20, 2020 at 5:00 p.m. Central Daylight Time. Proposals should be limited to two pages plus biographies.

It is expected the lobbyist will provide at least the following services:

  1. Work with Hearth Connection to fully develop a Government Affairs Plan to prevent cuts to the Long-Term Homeless Supportive Services Fund and collaborate with the Homes for All Coalition, including a timeline for implementation;
  2. Advocate for Hearth Connection’s public policy priorities;
  3. Schedule meetings with legislators, legislative staff and members of the Walz Administration;
  4. Prepare Hearth Connection’s Executive Director to support advocacy efforts;
  5. Engage in interim activities that support Hearth Connection’s goals; and
  6. Provide monthly updates to the Hearth Connection board.

The proposal should:

  1. Describe the lobbyist’s government relations experience;
  2. Explain who will be in charge of Hearth Connection’s lobbying program and why;
  3. Include fees related to the services outlined in your proposal.
