Job Summary:

The Director of Housing and Support Services is responsible for the leadership, administration, strategic planning, coordination and direction of programs and services for low-income individuals and families who may be experiencing or at risk of homelessness or housing instability and who may have disabilities or disabling conditions. The Director supports staff from the Division responsible for critical programs including Housing Support, Housing Stabilization Services, and numerous other programs and grants that support thousands of Minnesotans each year with significant investments from taxpayers. The Director is responsible for establishing and maintain an organizational culture that promotes caring, responsiveness, collaboration, connection to community, and excellence. The Director must understand and remain current with the continuously changing policy environment and practical issues facing low-income people, people with disabilities, and people experiencing or at risk of homelessness, including state and federal policy, Medicaid policy and opportunities, agency and administration priorities, and current best practices and research. The Director is also responsible for significant activities that promote alignment with and implementation of efforts across state government in responding to homelessness and housing instability, including Crossroads to Justice, the state plan to prevent and end homelessness.

Additional responsibilities include, but are not limited to:

  • Guide the division’s implementation and continuous improvement of housing, adult income supports, and other support services programs and policies, including identifying, developing, and pursuing policy or programmatic changes needed to achieve positive outcomes for individuals and families served and Minnesotans in need of but not receiving adequate or appropriate services.
  • Establish and maintain an organizational culture within the division that promotes caring, responsiveness, collaboration, connection to community, and excellence. Supervise managers and staff to foster positive outcomes, continuous improvement, and in accordance with Department personnel policies.
  • The Director is expected to interact across BHDH, other administrations of DHS, and with various partners to advance the Department’s mission, vision, and values, including its commitments to anti-racism, conducting routine and frequent equity analyses, and to promote diversity and inclusion in all aspect of its work. DHS is committed to anti-racism, advancing equity, reducing disparities in DHS program outcomes, and improving access to human services for communities experiencing inequities. Diversity, equity, and inclusion shall be embedded into all decisions at all levels of DHS. A key aspect of the incumbent’s role as a member of the Behavioral Health & Housing and Deaf & Hard of Hearing Services Administration (BHDH’s) leadership team consists of addressing broad social, economic, and political factors that result in systemic disadvantages as well as the needs, assets, and challenges of communities experiencing inequities.
  • Guide and support legislative and budget activities for the Housing and Support Services Division.
  • Foster partnerships with county, tribal, private, community, and legal agencies, to ensure responsive service delivery.
  • Develop and maintain cooperative supportive relationships with the Department, across state agencies, and with outside provider, client and advocacy groups, the media, and the public.

Minimum Qualifications

Five (5) years of managerial experience managing programs, including strategic planning, and directing the work of staff for a government or non-profit human services organization.

Experience must clearly demonstrate:

  • Extensive knowledge of human service programs and operations directly related to housing and supportive services.
  • Public policy analysis and development sufficient to develop and coordinate policy and programs to improve performance outcomes.
  • Legislative process sufficient to ensure compliance and efficient use of resources and make legislative proposals to achieve program objectives.
  • Managing and directing fiscal resources.
