Job Summary:

The person in this position directs and oversees the coordination of a variety of supplemental income programs and grants to support integration into the community for aged or adults with disabilities, and people experiencing homelessness. The person in this position supervises staff who manage individual assistance programs and manages contracts, data sharing agreements and other miscellaneous agreements required to perform the business of the division and administration. They will exercise supervisor authority and responsibility so that applicable labor agreements and plans are equitably administered, and employees effectively perform job duties to achieve the annual objectives of the office. 

The person in this position directs and approves the divisions program/grant budgets and allocations for programs and contracts in their team to assure an efficient delivery of services. They initiate, build, and sustain strategic partnerships essential to carry out the mission of the administration and division. This position is a senior level decision-maker in the Homelessness, Housing and Support Services Administration. The person in this position has the authority to act on behalf of the division director with the same final decision-making authority and direction.

This position is responsible for the program and policy requirements of the following programs/services: Housing Support, Minnesota Supplemental Assistance, General Assistance, Emergency General Assistance, and Social Security Advocacy Services. The person in this position provides legislative experience and expertise to the development of strategy and legislation for budgets and programs addressing the community living needs of people who are elderly, who have disabilities including developmental disabilities, have mental health issues,, are experiencing homelessness, have chemical dependency issues, and people who access Medicaid Waivers and State Plan services. 

The person in this position also provides long-range vision, leadership and direction for studies and initiatives to create a continuum of community supports for people served by DHS programs.

Domain of responsibilities include:

  • Direct program and policy staff responsible for a wide variety of income supplement, housing and service programs supporting the community integration of DHS clientele including the homeless, persons with disabilities, and elderly. Manage staff responsible for statewide initiatives: Housing Support, Minnesota Supplemental Assistance, General Assistance, Emergency General Assistance and Social Security Advocacy Services.
  • Direct a team of income/supplement specialists to manage interagency and community workgroups identifying and developing community-based strategies to improve people’s income and housing choices.
  • Provide legislative experience and expertise to the development of strategy and legislation for budgets and programs addressing the basic income, and supportive housing needs of people who are elderly, have disabilities including developmental disabilities, have mental health issues, are experiencing homelessness, have chemical dependency issues, and people who access Medicaid Waivers and State Plan services.

Qualifications:

Minimum Qualifications

 Demonstrated leadership experience. Leadership experience can include: 

  • Experience as a supervisor, lead worker, team lead, project lead; 
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4); 
  • A paid/unpaid position leading a program or chairing a committee.
  • (e.g. ERG) - Experience must include: 
    • 1+ year of experience identifying issues, drafting goals and strategic actions. 
    • 100+ hours per year time commitment.

AND

Five (5) years of specialized professional working experience with housing income support, housing policies, or housing data and systems program for a public or non-profit organization. 

Experience must include the following: 

  • Advanced knowledge of housing coverages and policies consistent with Medicaid, Grants, County, State and Federal requirements.
  • Understanding of housing budgets and finances necessary to interpret laws, rules and codes affecting housing payments and other services.
  • Project management and continuous improvement skills to track and measure desired outcomes.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Extensive knowledge of Department of Human Services programs and service delivery models.
  • Understanding of relations and interactions with state legislators and state agencies.
  • Project leadership experience to lead meetings and the ability to provide clear direction to program staff.
  • Strong human relations and communication skills; capacity to communicate clearly and professionally both verbally and in writing; demonstrated aptitude to respond openly to requests and concerns and simplify technical information for non-specialist understanding.
  • Ability to give presentations and facilitate discussions to guide, solicit and explore diverse perspectives.
