Health Policy Analyst

Description

This position is responsible for leading MMA policy analysis and develoment in the areas of payment policy, quality measurement, and health care financing consistent with MMA's strategic advocacy direction. 

Develops policy and research issues affecting physicians and the practice of medicine, with an emphasis on payment policy, quality measurement, and health care financing.
  • Develops background research/analysis to support project implementation.
  • Provides project management in support of defined activities.
  • Develops and shares necessary information and resources with other MMA staff/leadership to ensure successful implementation of activities and awareness among MMA members.

Provides staff leadership and support to MMA committees and/or task forces involved in assigned issues.

  • Works to develop committee/task force agendas and background material.
  • Develops committee/task force reports for review and/or action by MMA leadership.
  • Supports implementation of committee/task force activities.

Supports the engagement of members in MMA policy and advocacy work.

  • Helps communicate relevant issues to Minnesota physician community.
  • Identifies educational and other opportunities to improve member awareness or understanding of relevant issues.
  • Participates in efforts to organize and activate members in support of MMA policy and advocacy work.

Develops and maintains relationships with relevant community partners to ensure involvement of MMA, and influence of MMA positions, for assigned issues.

Participates as part of the MMA advocacy team to support the organization’s advocacy and legislative priorities.

  • Identifies linkages between assigned issues and other MMA advocacy activities.
  • Provides perspective and ideas to help shape identification and development of MMA advocacy priorities and strategies. 

Education and Experience

Advanced degree in public policy, public health, economics or related field and at least five years of related experience; or a combination of education and experience providing equivalent knowledge.

Knowledge, Skills, and Abilities:

  • Familiarity with the Minnesota health care system
  • Knowledge of health care policy, including Medicare, Medicaid, payment and reimbursement practices, and private sector systems 
  • Familiarity with health care quality measurement and reporting
  • Knowledge of regulatory and legislative processes
  • ​​​​​​​Knowledge of membership organizations preferred
  • Knowledge of non-profit organizations preferred
  • Knowledge of and skill in using personal computers and related software including Microsoft Office applications
  • Proven skills in making and delivering presentations
  • Excellent verbal and writing skills
  • Skill in facilitating, working with, and supporting committees
  • Skill in building and maintaining relationships, both within and external to the organization
  • Skill in problem solving, including the ability to identify and appropriately evaluate alternatives
  • Skill in project management
  • Ability to collaborate with others in a team-oriented environment
  • Ability to contribute to strategic discussions and deliberations
  • Ability to negotiate by collaborating with others to arrive at a conclusion using compromise, persuasion, rationale, and diplomacy
  • Ability to work effectively with physicians
  • Sound decision-making capability
